Keep earlier delivery visible in the change register
Release counts, filters and item details now retain explicit previous release links from saved progress history. Later updates no longer erase earlier contributions; current remaining work and completion rules stay separate.

Development progress: Retain prior verified release contributions in counts, filters and item details without changing operational records or completing unfinished work.
Contributions require an explicit saved release pointer and a verified release receipt. Releases mentioned only in prose are not automatically linked. Current remaining work and historical delivery are distinct; no operating approval or source record changes.
