Ordinary development-register views and Copy now use the current planning data and authority without fetching unrelated operating archives. Integrity, exports and writes keep full checks.
Improvements and fixes
Register reads: Changes, categories, decisions, workstreams and copied selections use a server-owned read profile retaining current users, settings and the complete change ledger. Ordinary reads no longer hydrate unrelated operational maps and source archives.
Access protection
Current authority and integrity: Current saved actor and page controls remain enforced. Integrity, raw archival export, unknown views and every mutation retain full-state reads. Duplicate view parameters follow the same last-value rule as the handler.
This removes unnecessary data dependencies; it is not a geographic, concurrency or percentile performance guarantee. Broader W55 acceptance remains open. r246 readable evidence and prepared-copy preview remain included.
