Resumable inactive drafts with information/agreement review and a separate activation decision.

Owner intake: Bilingual fields, numbered units, private documents, missing-information checklist, saved timeline and exact notification links.
Access protection
Verification and activation: Requires approved owner identity, building match and verified documented brokerage agreement before the CEO decides the current version.

No real customer building or account was created for testing; no charges, trials, publication or government submission.
