Access protection
Property imports: Preview, commit, compatibility and Excel routes share current reservation, ownership-transfer, archived-building, scope and publication checks. Commit rechecks current inventory after preview; imports retain draft-only status and source cells.
Improvements and fixes
Contract references: Arabic, Persian and full-width digits and spaces around numeric version separators no longer create duplicate contracts. Leading zeros and distinct renewal/version suffixes remain distinct; conflicting PDF proposals stay in their review queue.
Verified with current full HTTP handlers and synthetic roles and concurrent entry routes. This release does not approve source evidence, transfer ownership, activate leases or post financial entries. Broader independent native-role acceptance remains open.
