Portal follow-up runs independently from email
The existing authenticated ordinary worker now prepares eligible portal reminders before email readiness checks, with atomic checkpoints, bounded catch-up and current-source privacy checks. No provider or schedule is activated.

Internal follow-up: Mailbox inactivity no longer blocks saved portal reminders. Existing approved policy, verified contracts and reviewed payment/tenant bindings govern eligibility. Email-less scoped accounts can receive expiry follow-up; payment-readiness checks are retained.

Recovery and visibility: Resume from a saved day checkpoint in batches of up to7days and100notice changes, without duplicating recipient/source/milestone notices. The CEO log shows source readiness and current checkpoint. Empty unready-source checks remain write-free.

Current source and delivery boundaries: Changed proof,posted payment,source version,ownership or access suppresses stale personal demands while retaining records. Caught-up portal checkpoints do not become late external emails. Financial posting,approval policy,email scope and schedules remain unchanged.

One personal update: Saved installment reminders and receipt acknowledgements share one visible payment category with their live source projection. Retain notice/read history, exact installment/proof links and separate financial review.
