Saved capacity history, measured forecasts and CEO warnings
The system keeps bounded aggregate capacity readings, shows an evidence-based forecast when enough comparable history exists, and gives the CEO a private inbox warning. Sampling uses the existing authenticated background worker and does not depend on email delivery.

Capacity follow-up: Real-time provider readings are saved at most once every six hours; unavailable readings retry no sooner than one hour. Concurrent or repeated calls do not duplicate the saved reading. The current window contains at most64 aggregate readings, with older values retained in immutable state history.
- New
Measured forecast and history: The CEO screen shows saved readings with20/50/100/All and numbered pages. Forecasts require three comparable readings spanning24hours; changed quotas, falling usage, unknown measurements and stale history prevent misleading estimates.
- Access protection
Private warnings and current authority: Only the saved canonical CEO can request a manual reading or see capacity warnings in the inbox. Worker requests retain their existing secret check. The client cannot submit fake readings, timestamps or worker identity. Reading a warning does not resolve the capacity condition. No mail, financial action or access grant is created by the monitor.
Forecasts are estimates, not deadlines or quota reservations. Production may need more history. The current window is bounded; originals and prior snapshots are retained. Independent recovery, separate-environment acceptance, provider expansion and real payment/mail readiness remain separate. Existing schedules and mail configuration are unchanged.
