Floors and units: Unassigned floors no longer appear as floor zero; original-backed values are recorded and unresolved assignments remain actionable.

Permit and structure: Shows authority floor, room and unit counts with the saved permit, separating the apartment total requiring plans from room and unit counts.

Imported unit data: Default zero floors on imported drafts are treated as unassigned; explicitly recorded ground floors remain preserved.
Floors and apartment totals are not inferred from unit labels. Source conflicts and Ejar corrections retain their review and approval requirements.
